Well you can do exactly that.
First of all download wireshark and run it and on the interface list, click your network card.
It will start with stuff, just stop the capture to stop that.
Now go to omegle and start doing a video chat. It must be video chat or else it won't work, if you don't have a webcam use a webcam emulator like manycam.
Now start the capture again and let it run for a little bit then stop it.
The number under 'source' is the ISP's IP.
Use whatismyispaddress or ip2location's demo.
